BRIEF HISTORY BACKGROUND
The Pangasinan State University (PSU) Alaminos City Campus (ACC), a one-of-a-kind institution of higher learning not only in Region 1 but also in the entire country and herein referred to as the “campus”, was established through the initiative and visionary leadership of Mayor Hernani y Ramos Agsalud, the most benevolent city mayor in the country. The said proposal has also earned the constructive support of the PSU President, Dr. Victoriano C. Estira, who commissioned a technical working group led by then Dr. Elena R. Barcelona, who is now the first Executive Director of this Campus, to conduct a study with regard to its feasibility.
The Sangguniang Panglungsod (SP) of Alaminos had endorsed favorably and approved the establishment of this campus as contained in its SP Resolution No. 2007-84, Series of 2007, adopted on November 16, 2007. Hence, in 2008, the same SP approved and allotted an initial budget of 10M pesos for the construction of the first PSU building. In 2011, another 20M pesos was allotted by the SP for the second phase of the building to better provide conducive facilities for its fast-growing population. The building is now known as the Purita R. A. Braganza Building (named after the mother of the mayor).
Eventually, this proposed Campus was approved on April 19, 2009 by the PSU Board of Regents, its highest governing board, through the en banc BOR Resolution NO. 04, Series of 2009.
The Sangguniang Panglungsod (SP) of Alaminos City authorized the Honorable Mayor Hernani A. Braganza to enter into a Memorandum of Agreement (MOA) with PSU for the establishment of its campus in the City of Alaminos, as contained in its SP Resolution No. 2009-89, s. 2009;
The Groundbreaking Ceremony and the momentous Signing of the Memorandum of Agreement (MOA) between the PSU and the LGU was sealed on December 13, 2009, with no less than Atty. Eulando Lontoc, the Legal Officer of the Commission on Higher Education (CHED) Central Office, representing then CHED Chairperson Dr. Emmanuel Y. Angeles, as thye Guest of Honor and Speaker.
The present school site is a 3.5-hectare agricultural land bought by the Local Government Unit of Alaminos City.
Furthermore, on MAy 1, 2011, this Campus entered into four-party Memorandum Agreement with the Local Government Unit of Alaminos City, the Department of Education- Alaminos City School Division and the Technical Education and Skills Development Authority (TESDA) in the provision of technical and vocational skills training and education to post secondary level students. This will form part of the extension program of the entire University, where this Campus assume a lead role.
This Alaminos City and PSU partnership is based on the concept of shared responsibility between the local government and national government in providing quality education to the people, bringing about a progressive human economy, as mandated in the 1987 Constitution, Article XIV, section 1, to wit: “The state shall protect and promote the right of all citizens to equality education at all levels and shall take appropriate steps to make such education accessible to all.”
The students of this Campus hail from the city and the towns of Western Pangasinan such as Alaminos City, Sual, Mabini, Burgos, dasol, Infanta, Bani, Agno, Anda and Bolinao, respectively. A number of students also hail from the northern towns of Zambales.
